New DPL && Debian 4.0 out

As of today, the new Debian Project Leader is Sam Hocevar. His platform looks promising, I hope he will manage to do all the things he intended to do. Good luck, Sam!
One of his first acts as the newly elected DPL will be the release of Etch as stable, which should happen any minute now.
